- Abstract
The article focuses on the failures of the U.S. states in implementing constitutional requirements of legislative reapportionment. It states that in spite of written constitutions, provisions of apportioning of representation have been breached several times in various states of the U.S. According to it, one of the reasons for such breaches could be that the provisions in the U.S. Constitution and state constitutions might be incompatible requirements. It further states that the lack of judicial remedy for breaches of constitutional requirements for reapportionment, is another reason for these breaches.
