IMPROVING THE REGULATORY FRAMEWORK.
- Abstract
The article presents information related to the environmental laws in the Republic of Kyrgyzstan. In the late 1990s significant progress was achieved in enacting key environmental laws in the Kyrgyzstan Republic. A positive development that should be pursued, is the adoption of systematic and participatory law-drafting procedures. The obsolete regulations should be revised and primary and secondary legislation should be developed that would establish clear, realistic, and enforceable requirements. The existing environmental permitting system is largely unreformed, with separate permits being issued for air, water, and waste. The current system seems to focus on penalizing the offenders repeatedly, rather than efficiently bringing them into compliance and deterring future violations.
