- Abstract
Simon Frankel Pratt's book, "Normative transformation and the war on terrorism: the evolution of targeted killing, torture, and private military contracting," explores the evolution of the United States' approach to targeted killings, torture, and the use of mercenaries since 2001. Pratt argues that to understand normative change, we need to move beyond the language of norms and focus on practices. He introduces the concept of normative configurations, which are arrangements of ongoing practices that establish regulation, value-orientation, and avenues of contestation. Pratt proposes a three-stage analytical approach to study normative transformation: de-reification, attribution of agency, and tracing transactions. He uses this approach to explore changes in US practices regarding targeted killings, torture, and the use of mercenaries.
