- Abstract
Adoption of human resource management (HRM) in local governments in Turkey, have been realized as a part of the public administration reforms in the beginnings of the 2000s. HRM functions have been implemented in metropolitan municipalities in Turkey in line with the local government reforms conducted in 2004-2005. In this context, this article aims to answer three research questions: (1) How do HR managers in metropolitan municipalities perceive HRM? (2) How can we explain the changing role of the HR managers and HR departments in metropolitan municipalities? (3) To what extent the H RM functions have been conducted in metropolitan municipalities? Within this purpose, the writers asked HR managers in 16 metropolitan municipalities which are founded before the law numbered 6360 of 2012 to fulfill a questionnaire that is composed of open ended questions. Three conclusion can be drawn from the research: (1) some of the HR managers in metropolitan municipalities still have an insight that depends on personnel administration, (2) Even though there is a possibility to implement strategic HRM in metropolitan municipalities, a systematic and holistic system has not been established yet, (3) activities related with personnel administration have been integrated with HR functions in metropolitan municipalities, and to carry out the main HRM functions in these organizations, adoption of modern management techniques such as total quality management, and fulfilling the necessary legal arrangements are required.
