- Abstract
The "Quebec problem" in Canada is a sensitive subject to true Canadians but it has, nevertheless, been there since the conquest of the French by the British at the Plains of Abraham. Quebec had legitimate grievances and wanted to separate from Canada. The essay looks at the possibilities for separation within international law prior to the repatriation of the Constitution to Canada. The conclusion is that, in principle, this is possible but it is suggested that it is better for all to have the English and the French together in a one strong Canada.
