- Abstract
The article discusses the relation between the Toxic Substances Control Act (TSCA) and the Lautenberg Act. It states some of the key precipitating factors of TSCA reform and the initial goals of that reform, and analyzes the language of key corresponding aspects of the old and new Act, the administrative and/or legal application of the old Act. It describes rebuts common counter-arguments directed at the efficacy or application of the new Act.
