- Abstract
The article examines how the election of local sheriffs and chief prosecutors contribute to the problem of mass incarceration in the U.S. Topics discussed include the two main goals of prosecutors and sheriffs, namely, crime control and suppression, and the lack of term limitations which enable them to remain in office for an entire generation or more. The argument for a return to the system of appointments is offered.
