- Abstract
The article discusses a government-imposed moratorium on deepwater drilling off the U.S. coast following the explosion and oil spill involving the Deepwater Horizon oil rig in April 2010, focusing on an examination of the moratorium in the context of a government taking over under eminent domain law. The burden on innocent parties by a government's reactive regulatory maneuver is also addressed.
