- Abstract
Community participation in decision-making activities, such as election, is a common practice in a democratic country. Election is normally carried out at the three government levels; federal, state and local. Malaysia was no exception in this case. However, the practice of conducting election at the three levels was abolished in 1965 due to a number of issues closely associated with political conflicts. This paper discusses those pertinent issues which can be classified into the following categories involving: (i) intra-state conflicts which investigate the involvement of foreign powers in national politics; (ii) internal political conflicts which refer to the ethnic-political conflicts (between the public and government-police) and; (iii) conflict between political parties. The absence of local government election has also left an impact to the government-based administration that is currently in practice.
