An essay is presented that examines the fight over federal social policies as an ongoing historical process conditioned by negotiations between policy makers of Puerto Rico and the U.S. Topics discussed include the amendments in the Social Security Act in 1939 which extended maternal and child welfare and public health to Puerto Rico and the work of social workers as administrators of New Deal programs.
