- Abstract
State and federal budget cuts have made it increasingly important for child welfare organizations to influence policy development. With an accurate knowledge of legislators' beliefs about child welfare issues, agencies and advocacy groups can develop more effective means of promoting positive legislation. A practical model for understanding legislators' opinions about issues affecting children and their families is presented.
