- Abstract
The article focuses on how public has been socialized into counting and how politicians have used that socialization to advance performance-based legislative and regulatory accountability schemes in higher education sector. It mentions concerns about the for-profit post-secondary education sector have dominated higher education legislation and performance-based accountability. It also mentions historical policy of wide-spread access to postsecondary education under Higher Education Act (HEA).
