- Abstract
The article focuses on the establishment of the reentry program James B. Moran Second Chance Program in the Northern District of Illinois. It recalls that then President George W. Bush signed into law the Second Chance Act in 2008 which seeks to break the recidivism cycle by providing transitional and skill-building programs to offenders returning to the community. Several points that mark the departure of reentry programs from the normal operations of federal courts are given including the notions that reentry courts are problem-solving courts, that courts operate as a team and that reentry programs are evidence-based. It relates how the reentry program was created which started with the determination of the structure and of the participants.
