- Abstract
A growing literature on sustainable development has tried to reconcile the contradiction between economic development and environmental preservation. This paper analyzes the environmental controversy surrounding two proposed pulp and paper megaprojects. One is the Japanese- owned Alberta-Pacific (ALPAC) mill to be sited on the Athabasca River In northern Alberta. The other is the proposed expansion of the Repap mill in The Pas, northern Manitoba. Our analysis suggests that there are three principal reasons for the continuing conflict between economic development and environmental preservation. First, the shift from manufacturing to infounation industries fails to provide a panacea for non-polluting, non-depleting growth. Second, globalization of world trade has transformed the conflict over environmental costs or externalities. Finally, the state is in a contradictory position as promoter of economic development and as environmental regulator.
