The article presents a conference paper by Jon R. Bond of Texas A & M University in Texas, delivered at the annual meeting of the American Political Science Association in New York on September 1981, in which he discussed the topic "A Paradox of Representation: Diversity, Competition, Perks, and the Decline of Policy Making in the U.S. House." It is posed that the decline in the number of competitive congressional districts results from exploitation by incumbents of the perquisites of office.
