- Abstract
The article offers information on the history, purpose and significance of the offset provisions of the cap-and-trade (CAT) regulations to mitigate greenhouse gas emissions in California. It informs that the climate hawks such as the California Air Resources Board (ARB) must follow the climate adaptation for mitigating carbon emissions under the Global Warming Solutions Act of 2006. It recommends development of an effective greenhouse gas mitigation policy for reducing gas emissions.
