The article focuses on the restrictive scheme that legislative progeny of the U.S. Private Securities Litigation Reform Act (PSLRA) have imposed on attempts to litigate securities fraud. It mentions that how Civil Racketeer and Influenced Corrupt Organizations Act (RICO) and change the legal mechanisms designed to avoid the problems that led to Civil RICO's redefinition under PSLRA. It also mentions that enhance the reliability, fairness, and integrity of securities market of the U.S.
