- Abstract
The article discusses public school reform initiatives and the privatization of public education in relation to the author's claim that U.S. federal and state courts have been ineffective in regulating educational opportunities for poor and minority students. Litigation involving school desegregation and school finance are examined, along with market-based reform efforts and a push to re-conceptualize public education in America as a public good. Judicial remedies are assessed.
