- Abstract
Ex-convicts deported from the US to Mexico increased 7000 by Tijuana in 2013. Half of those who were deported from the hinterland were convicted of felonies, punishable by more than one year in prison. Mexican cities along the border only face the unilateral decisions of the US government. The cross-border cooperation as more or less institutionalized collaboration between subnational authorities across national borders, fails, decisions are made in the centers of political power. Mexican border authorities see a serious problem for off enders who are coming and the American public opinión see the north of Mexico as a war zone that can cross the border. A complex scenario for cross-border cooperation.
