- Abstract
The article focuses on the Conservatives' institutional record in office since 1979. It highlights Margaret Thatcher's neglect for the macro-restructuring of the central government's machinery. The central government is emphasized but developments outside Whitehall are also dealt with. The article determines whether a major program of administrative reform was led by the Thatcher government. It also evaluates the potential of "The Next Steps" in restoring the Thatcher government's so-called "management revolution".
