- Abstract
The article focuses on the use of deliberative democratic principle of reciprocity in delivering referendum law. It states that reciprocity can be introduced in referendum law if all the parties in negotiations adopt fair terms of social cooperation (FTSCs) and resolve disagreements using economy of moral disagreement (EMD). It also discusses negotiations in case of security arrangements in East Timor and the supermajority requirement in Montenegro.
