- Abstract
The article discusses the program structure of the National Science Foundation (NSF) for science's social effects. If an NSF program, however, was treated as a true portfolio of activities, including some that pursue broader impacts, then funded projects would be expected to demonstrate social relevance as a desired outcome. Diversifying review panels with specialists who can address broader impacts, in addition to the small minority of panelist-scientists who get it, would be a better implementation strategy, providing a kind of professional development for other panelists while applying appropriate scrutiny to the proposed work they are asked to judge.
