In this paper, the cost evaluation system would be developed for small and medium enterprises (SMEs) to fulfill variety demands of customers. The rough set theory (RST) would be introduced to select different combinations between supply chain members. The overall decision making procedure would be verified in this article to provide appropriate working quality and acceptable cost. The rough set theory has been proven effectively in dealing with similarly and ambiguous information. (Pawlak, 1999, 2002) Supposed that the combination of the core company and its supply chain members could be designed as elements in the universe set, each cost factors would be the attribute set. The cost evaluation information system could be constructed. The customer's demand would be represented as the new decision rule. Therefore, selecting the specific supply chain members would be the key issue to offer the best construction quality with the acceptable cost for every individual customer. The whole deducing procedure would be discussed, and a practical case would be demonstrated
