- Abstract
The article looks at the U.S. Science and Technology for America's Reinvestment: Measuring the Effect of Research on Innovation, Competitiveness, and Science (STAR METRICS) initiative by the U.S. federal government to determine the economic returns from federally funded federal research and development (R&D). An example is presented of the government's investment of 3.8 billion dollars in the Human Genome Project (HGP), which created an economic output of 796 billion dollars.
