- Abstract
The article discusses the problems associated with catch share systems, such as individual transferable quotas (ITQs), which is a form of catch shares management that allows individual fishers or associations to keep a set percentage of the total catch. An example is given of a controversial decision to apply ITQs to the Alaskan halibut fishery, which was implemented by U.S. regulators to prevent the race for fish and reduce the amount of fishing fatalities. Topics include a historical overview of the strategies tried by U.S. regulators to control fishing pressure, such as restrictions on fishing gear, how the catch share concept was conceived, and the relationship between catch shares management and the health of fish stocks.
