- Abstract
The article discusses the protean view on the state of an international law called jus ad bellum, which is created to regulate the resort to war by states. It asserts that the failure to either accept or deny the idea of protean jus ad bellum may result in the reduction in the effectiveness of such law as a normative regime. It explores a range of conflicts since 2006 regarding to whether a state may respond to a terrorist attack by initiating a cross-border raid against a terrorist camp without the permission of the host state.
