- Abstract
The article explores U.S. non-governmental agencies' establishment of standards in sports safety equipment as of January 2015 with regard to whether it promotes the interests of consumers or manufacturers. The government has reportedly failed to regulate sporting goods, prompting NGOs including the National Operating Committee on Standards for Athletic Equipment (NOACSAE) to take charge. Also discussed are NOACSAE's statement allowing helmet manufacturers to control third-party add-on market.
