- Abstract
This article focuses on some interesting and almost unknown issues concerning the establishment of the Royal Lottery in New Spain in 1769, and on the enlightened Francisco Xavier Sarria, the Royal Lottery founder and first director. The conditions enabling the ongoing running of the Royal Lottery within the context of the Bourbon Reforms are analyzed in this work, as well as the institution's challenges and achievements during the first years after its foundation. This information contributes to define the role assigned to this institution as an element devoted to tax collection and as a source of economic and political power. Francisco Xavier Sarria was part of the selected group of royal officials in charge of executing the Bourbon Reforms that established important links with the enlightened viceregal elite in New Spain. The article also reviews the clash and political intrigues among Spain and New Spain officials, as well as the fraud committed by Sarria and his colleagues while he was in office at the Lottery and the consequences of the Royal protection granted on him. Lastly, the paper mentions some contributions by Sarria to diffuse the chemistry of Lavoisier in Mexico.
