- Abstract
The article discusses a study which investigated educators' understanding of U.S. educational laws and guidelines of federal and state agencies governing English Language Learners (ELLs). The study reviewed the application of Title VI of the Civil Rights Act of 1964 and the No Child Left Behind Act of 2001 in governing ELLs. It used a non-experimental basic research design and recruited respondents that represented several ethnic groups. Results showed that the majority of respondents were familiar with the guidelines.
