- Abstract
The article discusses the goals of the U.S. Higher Education Act of 1965 (HEA) which was signed into law by then-American President Lyndon Baines Johnson, and it mentions challenges to higher education access in the U.S., as well as information about individual merit and student loan debt. According to the article, African-American and Hispanic American students disproportionately attend institutions that are associated with poorer educational outcomes.
