- Abstract
The article discusses the role of French military general and politician Georges Boulanger in the development of bureaucratized intelligence services in France during the late 19th century. Particular focus is given to Boulanger's appointment and subsequent intelligence influence as the French Minister of War. Details on Boulanger's concerns about outside infiltration and his desire for revenge following the Franco-Prussian War are also presented. Espionage and counterespionage are discussed.
