Abstract
The article discusses the capacity of Canada to respond to natural disasters, disease outbreaks, and terrorist acts. According to the Senate Committee on National Security and Defence, emergency preparedness in Canada remains unstable, thin and fragmented. The committee assessed the preparedness of the National Defence during nuclear disasters and found out that the department's capacity was still low.
