- Abstract
American schools and colleges depend upon caring individuals to realize their many aspirations. There are many educators who believe that, in time, research and development efforts will unravel the complexities of schooling. Others must share these beliefs, given the significant amounts of money that have been appropriated for educational research and development during the past decade. It is not difficult to describe innovations, not based upon research and development inquiry, which have been effectively utilized by many people. This article describes a successful non-research based undertaking and two research based undertakings which exerted little influence upon school practice to illustrate these contentions.
