- Abstract
Fitting the demand for an exact, limited and highly specialized administrative body into the general Public Administration Reform which has a general aim to build a modern and democratic state apparatus represents a challenge of its own kind. The dynamics of the public administration reform, the changes of staff in the state administration aiming the candidate states (in this case Latvia) to prepare their administrative systems within the institutions involved in the European integration process is an interesting travel through time and tactic. Focusing on mainly the line/field ministries, Prime ministry/State Chancellery, and the special departments, secretariats and bureaus for European integration that were created for the sole purpose: integration of the country into the European Union, the article tries to unveil concrete measures undertaken in order to address concrete challenges that a candidate state for accession in the EU faces in this long and demanding process.
