- Abstract
This essay will address factors that affect the development of democracy and the prevention of organized crime and abuse of votes during the election process. Political and institutional consequences are reflected then when elections are violated and abusers of votes and officials (administrators) or whoever unlawfully impede or prejudice the voting process are not penalized. Falsification of results or not fair reading of votes leads to institutional instability obstruction of democratization (Party), politics and society. In the last parliamentary elections in Kosovo (2010) the principle of democracy was violated with irregularities and fraud that surfaced during the electoral process. In this connection, the European Commission's progress report on Kosovo in 2011, states that" the electoral process marked a serious deficiency. Challenges remain in terms of compliance with international standards and the simplicity of the current system." To change this reality (image), political will is needed in order that progress is achieved in reforming the electoral system which would facilitate the expression of the will of the people through elections. Political commitment for zero tolerance for misuse of vote and sanctioning anyone under applicable law for abuse during the election process will be for the future prevention not to violate free and democratic elections as essential condition for democratic governance. Some of the issues of focus: organized crime and abuse of votes ; lack of political will for the regular election process or not adequate penalization for misuse of vote; how the system produces governing destabilization and suffocates internal democracy of political parties ; restoring confidence to the citizens on effect of vote to account on representative and the way to achieve free elections according to democratic standards.
