- Abstract
The article examines the policy of the U.S. toward Afghanistan in the 1970s. It discusses the invocation of the foreign policy doctrine announced by U.S. President Richard Nixon in Guam in 1969 as the basis for relations between the U.S. and Afghanistan when Prince Mohammed Daoud Khan rose to power following the 1973 coup in Kabul. It also describes the challenges posed to the U.S. by Daoud's reliance on the People's Democratic Party of Afghanistan and the Soviet Union for assistance.
