- Abstract
The article discusses the political and foreign-policy process that led to the establishment of the Economic and Monetary Union of Western Europe and ultimately to the establishment of the European Union (EU) by the 1992 Treaty of Maastricht, Netherlands. The author particularly highlights the role and attitudes of German Chancellor Helmut Kohl. Issues highlighted include Kohl's relationship with German foreign minister Hans-Dietrich Genscher, French President François Mitterrand, and President of the European Commission Jacques Delors, West German monetary and economic policy in the 1980s, and the effect of German unification in 1990 on European integration.
