Basic criteria based on the philosophy established in "Developing Visions for Learning" chapter of "Empowering Learners: Guidelines for School Library Programs are enumerated along with the five elements that are scored. Past winners are featured which include Luella Elementary School in Georgia in 2008, Blue Valley North High School in Kansas in 2009, and Perry Meridian Middle School in Indiana in 2010.
