The article discusses that the U.S. Court of Appeals of the Fifth Circuit's interpretation of "within reasonable contemplation" provides important discovery opportunities for international maritime litigants. Topics include Bravo Express Corp. (Bravo), owner of the tanker New Challenge found itself at the center of an investigation conducted by Angolan authorities, and the decision of the court that Bravo's application satisfied the statutory requirements of § 1782(a).
