- Abstract
The article discusses problems resulting from the prevalence of flags of convenience in regulating and ensuring the safety and preservation of international waters. It focuses on the Deepwater Horizon oil rig event which occurred in 2010, and informs about the rules governing the ship registration process. It proposes solutions which could prevent such tragedies in future including the enactment of the U.S. Consolidated Land, Energy, and Aquatic Resources Act of 2009 (CLEAR Act).
