It mentions cybersecurity bill that required the U.S. Department of Energy (DOE) to research ways to replace automated systems with low tech redundancies to protect the country's electric grid from hackers. It also mentions Securing Energy Infrastructure Act (SEIA) would establish a two-year pilot program.
