- Abstract
With Law 12.815/2013 and regulation of Decree 8.033/2013, the current regulatory framework for the Brazilian port sector was instituted. This new regulatory framework promoted a rearrangement of public policies and competencies among the various stakeholders in the sector. The objective of this study is to show the role of the State in promoting innovation through public policies and its reflection in the institutional arrangement of the Brazilian port sector. For the systematization of the work, bibliographical and documentary research was carried out, assuming a qualitative nature. To access the publications, searches were carried out on the Web of Science database, Scopus, official pages of the Brazilian government, in addition to academic publications in the area. Advances were observed in relation to public policies and institutional arrangements in Brazilian port governance. However this process was slow and reactive, due to the excess of plans and the difficulties in their integration, as well as the configuration and improvement of the logistical and management processes. Proposals for configuring the institutional arrangement include innovation processes for port authorities and the formation of a cooperation network among the actors of the system. Advances were observed in the sector, especially at the governmental level, and it is recommended that public port policies, through their planning instruments - such as the National Logistics Plan - 2035 (under implementation), encourage the practice of innovation processes at port authorities and the formation of a cooperation network, in addition to considering the participation of teaching and research institutions.
