- Abstract
The article discusses the rights of exclusion of the anticommons in the Western water markets wherein water was used from agricultural irrigation to higher value uses. It says that the tragedy of the anticommons lies in the presence of multiple rights of exclusion which are not bundled with the use of rights over water. It mentions that such tragedy can be reflected in the transfer of water from the International Irrigation District (IDD) to municipal uses in California.
