School district leaders are concerned about the high percentage of teacher turnover in urban schools. The theoretical framework for this study is related to Maslow's Hierarchy of Needs, Herzberg's Motivational Theory, Total Quality Management, and Human Capital Management. In this study, the population is school leaders who work at urban elementary schools. Research participants emphasized the importance of supporting teachers. One benefit of identifying these strategies is that it provides opportunities for school leaders and educational leaders to find innovative ways to retain teachers.
