- Abstract
The article reports on the history of mass surveillance in the U.S. It traces the use of mass surveillance by the government on its own citizens since 1917 to hinder all criticism during the country's participation to the World War I. The laws and measures created by the government to prevent espionage and conspiracy are discussed including the Espionage Act, the Sedition Act, and the American Protective League (APL), a quasi-official espionage organization.
