- Abstract
Carried out through an integrative literature review from 2013 to 2023, on the Capes and BVS platforms, this study aims to identify the relationship between popular education and social control in health, focusing on municipal health Councils as key agents. Inspired by the principles of Paulo Freire, popular education emerges as a practicaltheoretical perspective to empower councilors and the community, driving effective participation in the learning process. The reviewed literature highlights the relevance of the Councils but warns of distancing and excessive emphasis on administrative issues. Popular education emerges as a transformative action, empowering actors and strengthening active participation. Its principles, applied in the councils, contribute to a more critical, effective, and democratic performance. This study suggests the need for participatory and emancipatory approaches to strengthen the Unified Health System.
