Legislators' Views on Welfare.

- Abstract
The article assesses the contribution of the legislative branch of Alabama's state government. In this branch key decisions regarding welfare programs frequently take place. In 1972 several faculty members of the University of Montevallo, Montevallo, Alabama designed a survey questionnaire that was submitted to all members of the Alabama state legislature. This questionnaire, generally structured to conform to similar questionnaires prepared by the University of Michigan Survey Research Center, would ascertain the values and attitudes of state legislators on contemporary political issues. The questionnaire dealt with four areas. These areas were (1) the definition of social welfare, (2) the notion of welfare as a right, (3) the priority placement of social welfare programs within the operations of state government and (4) the legislator's knowledge of welfare programs. A commonly accepted definition of social welfare seems to encompass traditional police powers, such as to protect and to promote public health, safety, welfare, and morals. Historically, the U.S. Supreme Court used this rather rigid definition to define public welfare.
