- Abstract
The article discusses the challenges and potential solutions for modernizing the Department of Defense's (DoD) budget management process, known as the planning, programming, budget, and execution (PPBE) process. The author argues that the issues with the PPBE process lie in its implementation rather than its design, specifically highlighting the lack of automation, integration, and transparency. The article suggests adopting an evolutionary strategy that leverages agile methodologies and automation to improve the PPBE process. It also emphasizes the need for accountability, traceability, and measures of success in budgeting. The author advocates for considering small-business software solutions that address the complexity of the PPBE process with agility, auditability, and affordability.
