- Abstract
This article discusses the history of bioethics, focusing on the perspective of the Netherlands. The author argues that the regulation of research conduct in the Netherlands originated from physicians themselves, who saw ethics review as a way to facilitate and enhance clinical experimentation. The article highlights the shift from "internal control" to "external control" in the post-World War II period, as physicians began to view ethics as a necessary component of their research and practice. The emergence of ethics committees with external members reflected a desire for participatory democratic governance and increased accountability. The article also explores the role of professional ethicists and the unique Dutch political culture in shaping bioethics.
