- Abstract
The article discusses concerns of the U.S. and the string of pearl-encircled India over the construction of a billion dollar all-inclusive deepwater sea port at Hambantota on the southeastern coast of Sri Lanka which China can use the sea port as a re-fueling and docking station for the Chinese Navy and commercial shipments. China has also financed several infrastructure projects in Sri Lanka such as an oil-storage facility, a new airport and a coal-fired power plant which were all negotiated and managed by family members of Sri Lanka's President Mahinda Rajapaksa. It indicates the Rajapaksa dynasty's development strategy for Sri Lanka within a complex environment of global realities and domestic needs.
